My neighbor's daughter has been turned into roadkill by her mother. Should I text her?

I was on the porch watering my ferns and noticed that my neighbor's 5 year old daughter was playing with her Barbie dolls in the driveway of her house. I then saw her mother Sally in sweatpants and a tank top screaming "JESSIE! MAMA'S GOING TO THE SHELL FOR BEER AND LOTTO TICKETS. DON'T RUN OFF!" She then jumped into her Jeep Grand Cherokee and sped out the driveway in reverse, hitting her daughter straight in the head with the bumper and crushing her under the wheel. Now Jessie's a bloody mess in the driveway and I'm concerned. Should I text Sally? I don't think she noticed she ran over her daughter....
