What did the 'hippie' drum circle,in the middle of the WI capitol rotunda,have to do with protesting?

The smell of marijuana was very noticeable throughout the union protesting groups. Even inside the capital. I guess it's kinda like how the slave trade boats used them to keep the slaves motivated with rhythms. They do get easily distracted by shiny objects.
