A stalker is spying on me through a blue stealth devise how can I stop him?

A man has been stalking me for over 7 years. I live close to a state line and he lives in the other state close to my line. What he is doing is called a misdemeanor so the authorities can't cross the line. Just two weeks ago he was seen on my property, but by the time the police got there he was gone. He did call the state trooper's cell and admit to all he was doing. But still he crossed the line before he called him. We think he has a blue stealth or something of that sort, "and yes it is real, look it up on the internet" I want him to stop stalking me. It is not called stalking, though he is, due to the way he is doing it. And the way the "STUPID" laws read. I Truly need your help out there. I need software to put on my computer, cell and home phone, at least on my cell and computer. Thank you for every ones effort in this. I have already been kicked off this site for several days due to the site telling me I was offensive. Don't know how, and if I was, I am sorry, but I don't need help from uninformed people nor wise cracks, this is serious and I would like only serious responses, And your right, no one is worth watching for over 7 years, but he is a sick man and needs help. I have even tried to reason with him, the state trooper he called tried to reason with him, he even has a warrent for his arrest for being on my property, but they can't cross the state line to serve it, because it is a mistermener.
